Lorna Pham, MA, PsyD is Chief Compliance Officer at Sierra Health + Wellness. Dr. Pham’s primary responsibility is to oversee the compliance within the organization ensuring that laws, regulatory requirements, policies, and procedures are followed.
“The stigma of mental health and drug and alcohol addiction that transcends across all cultures makes it difficult for people suffering from this illness to get help. Moreover, behavioral health treatment is often neglected due to inaccessibility and affordability. The system-level barriers that have contributed to this crisis are due to strict regulations that insurance companies often apply to behavioral health providers. I have experienced a lack of representation and advocacy for the behavioral health industry.
I wanted to change the way our system views behavioral health. As a psychologist and with my myriad of experiences and knowledge working in behavioral health, I educate and advocate behavioral health professionals, students, providers, and the public on the importance of destigmatizing behavioral health and helping repair this broken system.

Dr. Pham brings strong knowledge of accreditation standards The Joint Commission, CARF, and ASAM certification, Title 90 and Title 22 regulations, and Short-Dole Medi-Cal. She also has experience with ASAM and LOCUS level of care criteria, and state, federal, insurance, and CMS audit guidelines, and serves as an expert consultant and witness in behavioral healthcare litigation.
With over 15 years of experience in Quality Improvement and Assurance and Utilization Review, Behavioral Health, Clinical Documentation, Medical Necessity Guidelines, and Chart Audit Criteria, Dr. Pham is a powerful resource for management and clinical staff alike. She has been instrumental in risk management, compliance programs, and professional certifications. Dr. Pham is a solution-oriented professional who is dedicated to providing exceptional care and service to the community that we serve.
Dr. Pham received her Bachelor of Arts in Sociology at the University of California Riverside, then her Master of Arts in Psychology at Pepperdine University, and her Doctor of Psychology at The Chicago School of Professional Psychology.
